The reason (sic) given by the Minister or his spokesperson on radio 
this morning was to make it a stronger identification tool and reduce 
the chance of identity theft. He obviously can keep two logically 
opposite positions in his mind simultaneously: No, it's not an ID, 
but it is a strong one!

I'll bet he can chew gum and scratch his behind at the same time, too.
