This one was scarier almost. It was done by a small town (Gilbert) 
police, not Joe's mob. I've sent both to a dear friend in Phoenix 
asking what the heck is going on. I'm glad I got out when the going 
was good by the look of things. But as E says, Joe is notorious. LA's 
Daryl Gates was worse in some respects. They were the police, not 
just incompetent deputies. Caused race riots, which I don't think 
have occurred in Phoenix (yet).

Joe's other little trick was putting accused and convicts in tent 
cities in the deserts instead of needing properly built prisons. His 
reasoning was if 'our fighting men' were in such awful conditions 
fighting in the deserts, then why should these low lifes be given 
anything better? Joe's been around a while. I think as far back as 
Gulf War I. Not certain, but I'm pretty sure he was there before I left in 95.
