No, the offer being is more along the lines of "if you read my book
without paying me, I will extradite your arse from one country 
to another and gaol you with a preposterous sentence that does no 
one any good...."

What is really under discussion (IMHO) is the 
way this person has been mishandled by all parties concerned and 
the heavy handed way his crime is presented, when there are far more
heinous and malevolent acts being committed in the name of "security" 
and "good government"....
