Lea, Marghanita and Bernard are on the mark.
The CSA does the job of handling money for Child Support arrangements
and chasing delinquent payers. The data is within the same
environment as Centrelink in order to ensure that proper payments are
made and the correct people are chased.
CSA also gets data from the Tax Office, and gives data to the Tax
office pursuant to the Data Mining Act (sorry I mean the
<http://www.austlii.edu.au/au/legis/cth/consol_act/dpata1990349>DATA-MATCHING
PROGRAM (ASSISTANCE AND TAX) ACT 1990 )
There is no privacy protection under that act, data is freely
exchanged between agencies.
In NSW (and other states, but I'm more familiar with NSW) all
Government Agencies operate under the Information Interchange
Guidelines, which is like an approved quasi law enabling nearly all
State Agencies to exchange your personal details and any records they
hold within, to any other agency at any time.
It's nearly always used inappropriately however most people don't
know and the few that do have never contested it legally, except me,
I'm starting to add it to a current Supreme Court proceeding which is
headed to the Court of Appeal.
What is also important to note is that anonymous people who call
government agencies to "offer" information, results in records being
created about you in those agencies that read like "facts" rather
than "informations" or "notifications."
Be very careful about this because in court, these things are
tendered as FACTS OF EVIDENCE rather than "someone called and
suggested this might be true" and it's up to you to PROVE that the
information is not true.
It's very hard to do because you can't call the anonymous (or even
known party) as they are protected by the Acts that form the Agencies
from prosecution, suit, being called as witnesses and even having to
affirm, swear or verify that the information they gave is true.
This same protocol is currently being added to the Terrorism laws in
Australia, hence someone need only make a suggestion and you are
guilty till you prove otherwise. Something I feel no doubt will be
hard to do from an A Security cell where you have no contact with any
human being except through a glass panel, and no access to telephone,
Internet, books, or anything else.
Forget Guantanamo Bay!
