I think you might be missing the point. If someone doesn't want to be
contacted by researchers, then when they are contacted, they will tell
said researchers to stick their clipboards where the sun don't shine.

Is that a useful response? A useful way for the researcher to spend
his/her time? Would it not be a great deal better for such people to be
able to say, up front, "don't call me"?
