That is because MS obfsuscates their API to external developers,
leaving the codebase internals well hidden inside several
layers of code only visible to the MS teams. So let's posit
that MS already has a version of WINE, that they know all the
Windows secrets to, that allows it to be a perfectly MSW emulator.
So they should be able to slap that on top of any OS they like,
with a bit of effort? They are Microsoft, after all <snigger>...
