There are presumably thousands of ISPs that operate in multiple areas 
- many scores in Australia alone I would imagine.  (Unfortunately 
Kim's Australian ISP List is no more: 
http://www.cynosure.com.au/isp/).

Manual analysis sounds very expensive.  Is the company making *that* 
much money?
