I heard the Raccoonan for Communications mention in a recent media release
that there were 700 ISPs in Australia.

These ranges don't change very much, I'm guessing. And I'm guessing there's
some master database that all these services subscribe to. GeoIP is a name
that rings a bell.
I'm sure market research companies and, oh, Google are willing to pay to
have this sort of information kept up to date. I'm assuming that
http://www.ip2location.com is a long way down the data food chain.
I am, of course, making up all this information. But while the database is
global, so is the potential market of people wanting to know.
