ANU's Web CT installation  seems to have the correct time, as has my 
own Moodle system.

The Australian Government Tendering system is back operating again 
after Monday's problems with daylight saving <https://www.tenders.gov.au/>.

The confusion over daylight saving time makes me wonder if it would 
be simpler to use UTC for official deadlines, such as when government 
tenders and university assignments are due 
<http://en.wikipedia.org/wiki/Coordinated_Universal_Time>. This would 
remove the confusion over which Australian time zone is being used 
and the possibility of daylight saving being involved. Of course UTC 
has the occasional leap second, but that should not worry real deadlines much.

Or I suppose that Canberra institutions could follow the practice at 
Oxford University and use their own local solar time This would  make 
Canberra time about five minutes different to AEST, just as some 
church services at Oxford are still five minutes off GMT. Or we could 
use Universal Internet Time (aka Swatch Internet Time), based on Biel
