Everyday people aren't very good with UTC, in my experience. It may
just make things more complicated and prone to error.
If you did this then I suspect some people would then miscalculate UTC
in their mind, basing UTC on a wrongly set clock displaying local
time. Or they may forget whether they should be adding or subtracting
hours, or simply not knowing their current time zone offset from UTC.
Also, giving a deadline of Sun 23:00 UTC may also confuse people into
thinking the deadline is on Sunday local time instead of Monday local
time.
