The government specification for the National 
Broadband Network  is for optic/copper access to 
98% of homes and businesses, NOT 98% of the 
population (that was the ALP election promise).

It is likely that this will result in less than 
98% of the population having access. But 98% was 
unrealistic anyway. A more realistic scenario is 
for about 90% by cable, 8% by terrestrial wireless and the rest by satellite.
