In 1992 the ACS proposed a proposed collocation of cell towers to the 
ACT Government, in response to a request for submissions on town plan 
changes on sighting of telecommunications equipment:

It didn't attract a lot of support. The National Capital Planning 
Authority then proposed a an ACT Telecommunications Plan in 1995:

There was also a "Gungahlin Telecommunications Master Plan", for 
Canberra's northern satellite town: February 2000
