Yes, but to get to the future we have to start from where we are now.

We are now at the point where academics 
<http://adt.caul.edu.au/about/aimsoverview/> and courts 
<http://www.tomw.net.au/blog/2008/07/australian-electronic-court-system.html> 
will accept electronic documents, provided they look like paper 
documents. Getting them to accept truly electronic ones will take 
longer. Also we need to make sure that these formats will be usable 
in the long term.

I met an ANU researcher who submitted their maths thesis as an 
interactive 3D visualization. This caused difficulties for the 
assessors as there was no conventional printed document, just the 
software. Eventually it was accepted. But within a few years the 
software was obsolete and the thesis was unreadable (not that I ever 
understood it anyway).
