No. This an issue of installing beta code over beta code. If you have
previously installed the first beta of IE8, then installed XP SP3 and
then installed the second beta, then you will not be able to uninstall
IE8 or SP3.

If you haven't installed the first beta (which was a developer release
only ) then there will be no issue when you install the second beta or
the final release.
