I don't understand this.
There is no doubt whatsoever that "ordinary pornography" is covered
by the plan, since X-rated material is "prohibited content" - on the
ACMA blacklist - and the filtering test specs quite clearly require
blocking of everything on the ACMA blacklist as a minimum.
