If you think that what is proposed is bad and dangerous and the  
solutions at worst silly and annoying why shouldn't you be horrified?   
Why shouldn't you object rather than finding a plan that achieves what  
Conroy wants?

It's easy enough to create a click-though page like Google's phishing  
page:

0,27574,24767202-2,00.html).  It may be illegal under Australian law  
to be found to have images from this site on your computer.  If you  
visit the site by clicking on the link below your details will be  
forwarded to the Australian police, child protection agency.

Or:

The Australian Government has determined that the website you are  
about to view contains things that the Australian Government has  
deemed illegal.  If you persist on visiting the site through the link  
below details about you will be forwarded to certain Australian  
government departments.  If you are not an Australian citizen you may  
be faced with detention and deportation.
