There's been a subsequent bit of info which suggests they're looking for input into the definition and lists the topics.
It does provide an opportunity to feed into a process so go to it, Linkers, we've got 18 days... (someone also needs to learn to use a possessive apostrophe when talking about Australia's digital economy...)

The term 'digital economy' could mean anything and everything.
Without some scope definition and some framework, the initiative
risks being vacuous.
