[LINK] Telstra, the copper and the courts

I've not heard this before:
Unjust confiscation of Telstra's property? Telstra believes so. But
it has already argued that to the High Court and lost. In March, all
seven judges rejected its argument in part because they believed that
when the Government sold Telstra it gave it the right only to use the
wires, not own them.

So who does own the wires? And if it's the govt or the property owner
[I guess it depends on which wires], why doesn't Telstra assume a
cost of using them? I'm confused by this para.
