It really depends upon your focus - Rudd is highlighting the  
challenges, not the fundamentals of society. Further, he is seeking  
representative ideas, and is not necessarily seeking to invent policy.  
It's also (partially) grandstanding and scene-setting - so that voters  
understand who the government thinks. There is a deliberate focus to  
avoid letting organisations take hold of the agenda, though how that  
pans out is anyone's guess.
