And isn't the so-called war on terrorism a challenge? Or does terrorism 
only come under National Security (which is where they have put it) 
rather than Justice, which includes law enforcement.

In the current climate, I would have thought that Justice was as much of 
a challenge as, say, the arts - an area all of its own.
