It might well be true with IT, which is often contracted out of the PS  
anyway - but I've seen plenty of good work in other areas, such as  
agriculture, education, and publishing, to name a few.

In many instances, these things don't travel very far if the minister  
responsible does not see any value in the process, or worse, want's to  
be directly involved (...Defence...) - which could explain a large  
part of the difficulty.

ps. I'm not (nor have ever been) a public servant...
