not exactly. the new government just put in writing what they've been
saying all along - that it is up to the ACCC.

it's about a lot more than that.

the most obvious example is that it's also about whether telstra
resellers (of which there are many) can also resell Telstra's ADSL2 as
well as their ADSL1.

and it's about the market dominance inherent in having the
infrastructure wholesaler also run retail services.  telstra should have
been split up.
