In fact the research was to "develop and deliver eight professional
development pilot demonstrator projects, one in each state and
territory, to develop, trial and evaluate forms of partnerships between
universities, school education authorities ... and schools".  The media
article is based on conclusions the researcher came to in the course of
carrying out the project.
