The Information Technology and Information Foundation (ITIF) has 
published a study in which it performs statistical tests on the OECD 
nations to see what factors affect broadband adoption. It suggests that 
government policy is a relatively small influencer on broadband, with 
non-policy factors much more important.

I have some reservations about methodologies, particularly the use of 
"average speed" derived from ISP plans, and "average pricing" sourced 
from the same data. The speeds and prices offered are, in my opinion, a 
poor predictor of the speeds used and prices paid by subscribers.
