Mark Newton (from Internode but speaking as a citizen) spoke with Tech 
Wired AU last night about the trial. He said something along the lines 
of the trial time frame being too short notice for small ISPS to 
participate and that larger ISPs don't make hardware changes before 
Christmas holidays for the fun of it (December 24 being the date to gov 
want to start  -- looks like heaps of industry consultation went into
