So was this a problem with the ICT infrastructure or the application?

Do you think they should spend more or less money on the infrastructure?

Would they be better off improving the application?

If I seem a little paranoid about this, its because I am. As a taxpayer 
I want to see the government provide better services. If they have to 
spend twice as much on ICT to do so then I think they should.
