That one looks looks more like what I'd expect. As I said, sites are blocked
unless they are explicitly allowed, either by the URL filter vendor they use
(in allowed categories) or a list created by a specific group of teachers.

In this case, it looks like the site hasn't been put on either list, so it's
implicitly blocked.

No conspiracies here, just a side-effect of the relatively "safe" way their
web access has been configured.
