SOX has done a fat lot of good in the US - unless you sell software or
compliance services. I think the consensus is that it is problematic because now
the responsibility for failure falls somewhere between the regulator and the
Board/Shareholders.
Elsewhere, the responsibility falls on Directors and Shareholders and there is
lots of talk about Ethics. I got most of this off m y chest in No Duty of Care:
