Sometimes, but normally not.

The problem is that if you don't give a hostname to most websites they will
not give the site you're after, but instead a "default" site or an erorr as
they are not sure which site you're after (one IP might host dozens or even
hundreds of sites).

Some of the bigger sites will do 1 site per IP so this will work, but in
those cases the filter lists will normally include the IP address itself as
a blocked site as well.

Others will redirect the IP address to a hostname, so it still won't work
(eg, www.smh.com.au is 203.26.51.42, which redirects you to
www.fairfax.com.au by name).

Even then, most of the images/etc on the site will be loaded from URLs
including a hostname, which will still be blocked.
