And the other half of the equation is "live" filtering by analysis of  
content "on the fly".

df has a decent explanation of how the various filters work... as well  
as the background and timetables for what the government is doing.

Reading the documentation beats speculation nearly every time. ;)

It isn't a case of "the filters they are planning", though, because  
there's no plan beyond "we'll do ISP-level filtering". Of something.  
Somehow. Don't as questions. A bunch of filters were selected for a  
trial on the basis of being representative of what's on the market, to  
see what that can do. Phase 2 is "OK, now let's deploy them in real  
ISPs and see what happens. But there is no clear, underlying policy  
basis for this, which is part of what makes it creepy.
