[LINK] Faxing to Telstra

A bit of a whinge regarding Telstra's fax reception centre and
the ACtive In Place Service Group.

I am applying for a Home Budget Line which is currently connected
and in use by another customer at the premises I will be leasing.
Given that situation, I am required to fax a copy of the rental
agreement, which commences October 1.

When I fax either of the following numbers, there is no "fax tone"
and the fax cannot be sent through.

1-800-640-603
1-800-882-101

I've spent about two hours the phone with about ten different Telstra
staff trying to convince them that after trying to contact them by fax
from three different locations that it just plain don't work.

Nope, they claim they're receiving faxes all day on those two numbers.

When I asked if I could submit the copy of the rental agreement by
email or snail mail I was told this was impossible (!)

When I asked to speak to the supervisor of the Active In Place Service
Group I was told that no-one was available to talk to me.

Question: Am I correct in deducing that if I ring the above two numbers
and hear no "fax tone" that I cannot connect with a fax machine?

After much digging and farting around with Telstra staff I find out that
I don't even need to submit this fax if the other party disconnects their
phone before I move in. This, after being told countless times that I
*must* fax them.

I'm very tempted to ditch the whole thing and start using VoIP on
a naked ADSL connection, but that will require more research with Exetel.
I presume I simply purchase a VoIP phone and connect it to the router/modem.
Ideally through I'd like to connect my existing POTS phone to some sort
of VoIP box that then connects to the ADSL line.

cheers
