No -- I have plenty of silent fax detection systems that an end-user
cannot hear. Essentially, most fax-enabled VOIP systems can now do
background detection during call setup to determine if the remote end
is a fax machine.

You should just be able to get your fax machine to send to those
numbers. Don't try to dial first and hit "send" when you hear the
tone, because by that time the autodetection will have already failed
over to voice mode.
