Dell are offering their Inspiron Mini 9 "Netbook" low cost
sub-notebook computer with Ubuntu Linux installed on the cheapest
model. When its memory is increased to match the cheapest Windows XP
model, the Linux option is still about $15 cheaper than Windows:

The Mini 9 is Dell's answer to the ASUS Eee PC. Hopefully they will
bring out a desktop version like the ASUS E-box, with a Linux option

Unfortunately ASUS are not offering a disk-less version at present,
but presumably if you ordered thousands of them for your schools or
offices, they would make one. These should be useful as low power
workstations for less demanding applications.
