I was looking for a report on carbon trading that I remembered had
been submitted to the Howard Govt by the Dept of PM&C last year.
I Googled with <"emissions trading" site:pmc.gov.au>.
That got me
http://www.pmc.gov.au/consultation/emissions/index.cfm
Which wasn't what I wanted, so I clicked 'Publications and Reports'.
This displayed at the bottom:
Archived Publications and Reports
Publications and reports previously published by the department have
been archived on the National Library of Australia PANDORA Web
Archive.
That led with a couple more clicks to:
http://pandora.nla.gov.au/pan/79623/20080117-2207/dpmc.gov.au/index.html
and hence
http://pandora.nla.gov.au/pan/79623/20080117-2207/dpmc.gov.au/emissions/index.html
That seems like an appropriate approach to me, i.e. transparent and
efficient. I do hope it's been standardised.
