My understanding is that the optical network terminal (ONT) is mounted on
the exterior of the house or in the basement of a building similar to the
location of power meters.

Providing the interior cabling to link the ONT to CPE is going to be costly
and I don't think anyone has really put a lot of thought into that part of a
FTTH roll out.
