True-ish. If you are talking about undersea cables etc. the cost of
the cable is by far the main cost. I imagine in a FTTH scenario the
CPE and PE would make up a much larger component of the cost.
And a wireless solution would have no transmission media to upgrade
(but I believe other factors would kill it).
