Here is the password construction help that a certain well meaning
organization within Australia gives:

    "** Password must contain at least one numeric character and
should be at least 6 characters. e.g. password1"

Given that the userids are predictable [ they are membership numbers
of the form 99999, where the number appears to  be allocated
sequentially ], suggesting that users create passwords of the form:
password1 is not particularly sound advice since some people at least
will likely do exactly as asked.
