I have found Ross Gittins' writings about this informative ... damn, but 
the SMH searches are hopeless, which means I can't find the piece last 
week in which he explained that even with exemptions, the ETS is likely 
to be effective, but unfair.

His reasoning is this: even with the concessions, polluters will still 
be limited to a fixed amount of credits available; the subsidies given 
by the government are unfair, because they shift the cost burden to 
citizens, but not ineffective.
