Sadly, even public services like hospitals kid themselves in this regard.
I once sat on the community advisory committee of a health service.
It was at the time of the 9/11 attacks in the US. I asked at a
meeting what is in place should such a thing happen here in our area.
I was assured by the executive members of the health service staff
that they had the ability to deal with it. I asked them to show me,
not just say such a thing. They never provided the evidence to back
up their rhetoric.
Now we've had the burns situation from the bushfires. The Alfred was
stretched. The numbers were low in comparison to a major population
centre attack. So my doubts about what I was told 8 years ago are
even stronger. I don't think they have a clue.
