That's a very good point.

The problem is that "early enough" is basically "too early", because
once you *know* the fire is going to hit you, it's too late to duck.

This means that you have to leave when it *threatens*, and that means a
good probability of reacting to "false alarms". So people leave it too
late - because they want to be "sure".
