When we collect commonwealth govt publications for PANDORA we neither change nor sell them but we still have to seek copyright licence to include them in the archive and provide access to them. We have an arrangement with the Commonwealth Copyright Administration whereby we advise them of the publications we want to include in PANDORA and the CCA seeks the permission on behalf of the NLA. In many cases they are able to obtain 'blanket' permissions for specific domains ( a list as at July 2008 is online http://pandora.nla.gov.au/manual/word/Attachment_A.doc) which helps. On other occasions they we are only able to get permission for the specified 'title' (see this list http://pandora.nla.gov.au/manual/word/Attachment_B.doc) On some rare occasions permission is refused.
