Mike is probably correct, except for the question of where you would locate
the plates. A placement on a downhill road section where it's likely that
vehicles would be coasting or using less fuel would allow some of the
potential energy to be captured for a useful purpose rather than in just
heating up brake systems. Not so good for hybrid vehicles though.
