   Linking to the Government Online Directory

   Non-government organisations which wish to link to any component of
   the Government Online Directory service from their websites are asked
   to contact the Online Directory Manager to request permission.

   Permission to link to the Online Directory will be conditional upon
   the requesting organisation agreeing to:

I can see no legal basis for the site operators to be able to demand
that permission be sought. There is a conflict of sorts between on the
one hand "asking" that permission be requested and on the other hand
detailing what permission will be "conditional upon".
