[LINK] Telstra to do SMS message

We got the Vic bushfire weather alert, but we live in Hobart where it was cool
and still, washing on the line for four hours hadn't dried, the next door
neighbour had the wood heater burning.
Any idea how they determine which phones are in Victoria?
Tasmania also uses the 03 area code.
