Australian universities do run such activities, they just tend not to
make a fuss about it.
In December I was teaching school students from the Australian
Informatics Olympiad <http://www.amt.canberra.edu.au/amtaioc.html>
how to measure the energy use of computers. I got them to do a
practical exercise with an Electricity Usage Monitor to compare the
power use of a desktop computer and netbook, calculate the carbon
emissions, compare this with published figures and discuss options
for reduction. They now know more about Green ICT than many CIOs. ;-)
