This is quite possible. A goodly number of my small business clients  
don't understand that "sending an email" requires "the Internet". They  
use different program for the two tasks -- Outlook and Internet  
Explorer, typically -- and so from their point of view they're  
unrelated activities.

(Yes, I have just opened the floor for everyone to recycle their  
standard whinges about how stupid computer users are these days why in  
my day... etc etc.)
