BPL has a host of issues including a viable business plan, hostile  
operating environment (high voltage power lines) and a high potential  
for interference both to other services and by other services.

In Australia the Wireless Institute of Australia (http://www.wia.org.au/members/bpl/about/ 
) has a working group on BPL and the American Radio Relay League
