Great, so how about I now write up a squid filter plugin which fetches
the filter lists from the wikileaks site(s), processes the html to extract
out the URLs, and filters based on that?

Hm, I wonder how much trouble that would get the admin into. Fetching
the blacklist from a blacklisted site so you can enforce the blacklist.
