In what way is it obvious that the leaked list has 'got a few more things 
in it than ACMA provides'? 

Commercial filtering software vendors generally have millions if not 
billions of URLs on their blocking list. The lists leaked by wikileaks have 
less than 2,500, the most recent one they say is at 18 Mar 2009 contains 
approx. 1168. Why would a filter maker add misc. URLs they may choose to 
add to a blocking list of that size, when their filter has other block 
lists containing millions of URLs?

During Senate Estimates in Feb 2009, ACMA said "at the end of January-there 
are around about 1,100" URLs on their blacklist. One and half months later 
Wikileaks list shows approx. 1168.

Imo, highly unlikely to be mere coincidence.
