That of course assumes that there is any validity to any 'testing'
conducted short of putting in place and running software. Where is
the research background in these mid or low level ISPs to do any of
that? Out of $300k, surely there is $75k or so withheld to actually
do the study across all those ISPs? Does anyone know the breakdown on
the budget?
